Michael grew up in Sydney before completing his Bachelor of Commerce (major in Economics) and Bachelor of Laws at the University of New South Wales.
After completing his studies Michael commenced practice as a solicitor in far west New South Wales. He then went to the legal branch of NSW Health and then to the NSW Bar where he practised in the areas of criminal law and workers' compensation.
In 1994 Michael joined the then new law school at the University of New England in Armidale, NSW. Whilst there Michael completed his Bachelor of Arts with Honours in Philosophy, a Master of Laws from the University of Newcastle, a Master of Professional Education and Training with a major in Flexible, Online and Distance Education from Deakin University and finally his PhD from Monash.
Michael's PhD thesis was on Australia's legal regulation of international disaster assistance and benchmarked the Australian legal position against guidelines published by the International Federation of Red Cross and Red Crescent Societies.
In July 2010 Michael joined the ANU with a joint appointment at the College of Law and the Fenner School of Environment and Society conducting a research project funded by the Bushfire Cooperative Research Centre looking at the impact of law on Australia's ability to live with the hazard of bushfires.
