This chapter addresses the question of how to enhance community participation in post-disaster housing reconstruction in order to enhance future ‘disaster resilience’. Four ‘good practice’ reconstruction projects from the Indian states of Gujarat and Bihar are compared, to examine the long-term impact of different participatory approaches. The findings suggest a need to address strategic issues that go beyond one project life cycle of reconstruction projects. These findings are organised into an “operational framework for community participation for resilience”, which can hopefully be a valuable tool for a wide range of disaster management agencies.
